A judge has slammed a landlord for continually ignoring fire safety advice from the fire and rescue service.

In 2010, fire protection officers from Nottinghamshire Fire and Rescue Service (NFRS) visited two premises, which offered holiday accommodation in Newark Road, Wellow. The premises, which were owned by David Chapelhow, were found to have inadequate means of escape, a lack of fire alarms, and no fire risk assessment. Officers revisited the premises in 2012 and found that no remedial action had been taken.

NFRS head of fire protection John Mills said: ‘From the time when our officers first visited Mr Chapelhow’s premises, help and advice has been offered to help him meet his obligations as a landlord and businessman in keeping those people who use his premises safe from fire.

‘Had he chosen to follow that advice the issues could have been resolved by Mr Chapelhow quickly and with relatively little cost to either him or the Service. However, despite initial assurances to officers that the work would be undertaken, Mr Chapelhow repeatedly chose to ignore the advice given and failed to make the necessary improvements to the properties.’

Chapelhow appeared at Nottingham Crown Court on 20 November and pleaded guilty to six breaches of the Regulatory Reform (Fire Safety) Order 2005. He was fined £22,000 and ordered to pay £78,000 in costs.

In passing sentence, Judge Dickinson said he feared it was not about saving money but more a case of ‘stubbornness, pig-headedness and picking a fight with fire officers rather than working with them’, that had led Chapelhow to fail to carry out the necessary improvements.
